South Korea and the U.S. say it is necessary to guard against North Korea's missile and nuclear weapons activities that threaten South Korea, Japan, U.S. territories and possibly even the continental United States.
"If you are a country that is supplying or supporting North Korea, we will call you out on it".
"If you are supporting North Korea, you are against the rest of the worldwide community", Haley said.
President Moon is adopting a softer stance on both THAAD and North Korea than his impeached predecessor Park Geun-hye.
The ferry will travel weekly between Russia's far eastern city of Vladivostok and the North Korean port of Rajin, also called Rason, said Vladimir Baranov, director of InvestStroiTrest, the company that operates the Man Gyong Bong boat that will service the route. "We have not seen anything from them in the past week but we are encouraging them to continue moving forward".

U.S. Ambassador Nikki Haley accused North Korea on Tuesday of intimidating the entire global community with its nuclear program, military ability and cyberattacks, and said any country that doesn't implement United Nations sanctions is supporting Pyongyang's actions.
Council diplomats, speaking on condition of anonymity because the consultations were private, said China never mentioned working with the USA on a new sanctions resolution, and both China and Russian Federation said they support a negotiated solution through dialogue. Third, dialogue with North Korea is possible when the circumstances are right.
The new ferry link comes in spite of recent calls by USA secretary of state Rex Tillerson for countries to fully implement United Nations sanctions and review their ties with North Korea to pressure it to give up its weapons programmes.
Numerous launches were considered failures, but experts said the one fired Sunday was a clear success and showed the country was making major advances.
The missile on Sunday was deliberately fired on a "lofted" trajectory - reaching more than 2,000 kilometers (1,200 miles), which is higher than satellites in low Earth orbit - to test re-entry capabilities and place its "splash zone" in the open Pacific.
"We hope the new government will correct the problems that we have encountered and take effective measures and positions as soon as possible to remove the obstacles that have been placed on the road to good relations between our two countries", Wang said in comments in front of reporters.
