Jeanette Manfra, the Homeland Security Department's acting deputy undersecretary of cyber security, disclosed publicly for the first time that a total of 21 states were targeted and said a small number of those systems were breached, although she reiterated there was no evidence any votes were manipulated.
"I have not heard from President Trump a strong statement of condemnation about the Russian behavior and about what all of his intelligence community is telling him happened previous year", said Johnson. "In addition to the threat to the vote we were also very concerned about the public confidence in the integrity of the electoral system", Ferrante said.
"By the way, if Russian Federation was working so hard on the 2016 Election, it all took place during the Obama Admin".
Johnson says Comey would not have made such a move lightly.
Former Homeland Security Secretary Jeh Johnson appears before the House Intelligence Committee task force on Capitol Hill, in Washington, Wednesday as part of the Russian Federation investigation. Treasury Secretary Steven Mnuchin said the penalties were created to "maintain pressure on Russian Federation to work toward a diplomatic solution".
Earlier this week, White House Press Secretary Sean Spicer said he does not know if Trump believes Russian Federation meddled in the last presidential election. "From whom? And with what level of knowledge?" the former top Democratic staffer on the House Intelligence Committee, Michael Bahar, told TIME.
Mr Johnson also said Russian hacking did not change election totals, but he can not be sure other meddling did not influence public opinion. But do you believe that Director Comey would have opened a counterintelligence investigation on a presidential campaign lightly or on mere hunch?
"In retrospect, it would be easy for me to say that I should have bought a sleeping bag and camped out in front of the DNC in late summer", Johnson said.
Manfra and other officials testifying on Wednesday said U.S. elections are resilient to hacking in part because they are decentralised and largely operated on the state and local level. Russian President Vladimir Putin said he did not order the hack, but some "patriotically minded" citizens might have.
Mark Warner, vice chairman of the intelligence committee, questioned Wisconsin Elections Commission Administrator Mike Haas about whether Wisconsin was one of the states that had been hacked.
'If Russia was working so hard on the 2016 Election, it all took place during the Obama Admin.
The DNC would not cooperate with the Department of Homeland Security following the claim that Russians hacked into computer systems during the 2016 elections. Last year Trump told Time Magazine that the hacking "could be Russian Federation". (Time notes it is unknown if these particular hackers were Russian agents.) almost 90,000 records containing personal information were accessed by Russian hackers, with 90 percent of those records containing some kind of personal information, general counsel of the State Board of Elections, Ken Menzel, said.
Trump, who has called the Russian Federation inquiry a "witch hunt" and strongly pushed back against any suggestion of collusion, tweeted Thursday that he had been exonerated.
But election organization officials criticized the decision as an overreach that could make elections less transparent.style="text-align: center;"
