But in some cases, the new health insurance legislation would mean states would no longer be required to comply with the EPSDT requirement. Today, Medicaid covers half of all children in California - 5 million total. Medicaid spending would be reduced by $772 billion over 10 years, from 2017 to 2026, compared to the current law. It would require New York State to pay for the counties' share of Medicaid costs, at a price tag of $2.3 billion a year. That percentage would slowly decline, but never fall below 90 percent. Under BCRA, that match would be phased down to an average of 57 percent, according to CBO. Because of the retrenchments in Medicaid, the bill would impose the steepest reductions in benefits on the very poor. I challenge us to extend that promise to providing health care to everyone before untreated disease accumulates into a major health event, destroying lives and precipitating financial ruin.

Not only are Medicaid enrollees largely satisfied with their health care, but most are able to access the care they need when they need it, the survey showed. The ACA boosted CHIP funding for all states. States would have to find space within a fixed, insufficient amount of money for everyone helped by Medicaid. "With the incentive to spend less, many states will have to restrict eligibility and benefits".
The conservative Commonwealth Foundation has said cutting federal spending "can unleash Pennsylvania's economy" because "out-of-control" Medicaid spending is a key factor in high taxes.
States that offer state-funded adoption assistance payments for children with special needs may also make them eligible for Medicaid.
Portman spokeswoman Emily Benavides said the Republican senator from the Cincinnati area "already announced that he opposes the most recent draft of the Senate health proposal because he continues to have real concerns about the measure's Medicaid policies, especially those that impact drug treatment at a time when OH is facing an opioid epidemic". That's 59.1 percent of Florida's Medicaid population.
Given these results, the authors conclude that coverage losses could produce "major adverse effects" among the population now insured under Medicaid. But this is misleading.
The House committees held four hearings and the Senate committees one related to health-care changes, all before a bill was drafted. And so many of our rural providers will be faced with even more of a burden of bad debt and uncollectable accounts because patients will be unable to afford the coverage that they need.
